10 issues with high priority
Weldon water treatment plant deadlines
State regulators gave the town of Weldon a 30-day end-of-November deadline for an interlocal agreement with the county and Northampton County on a new water plant; no agreement is ready and the sanitary district hasn't responded to a regional alternative.
Littleton Water and Sewer Operations Transfer
The county is applying for a $50,000 study on taking over Littleton's water and sewer system, as the Roanoke Rapids Sanitary District plans to terminate its service agreement in October.
Weldon Armory Deed Restriction and School Grant Proposal
Next year's school funding totals about $5.75 million for operations and $1.4 million for capital. Per-student funding rose 3.8% even as the student population dropped 4.2%, and Article 44 sales tax money stays with education.
Mobile substance use outreach program
A proposed mobile unit would bring treatment links, Narcan, testing strips and education to every town, funded by a federal grant of up to $750K/year for four years with no county match.
County Employee Retention and Turnover
Six detention officer vacancies have Commissioner Barrett and others worried about safety and liability. The board agreed to add a 5% detention raise and to consider eliminating some unfilled positions to offset the cost.
County water access on Green Star Road
Hobgood, Scotland Neck-area and other rural residents described corroding wells, unusable water, fire-suppression gaps and costly filtration, asking the county to extend water lines to underserved areas.
Roanoke Rapids area development and investment
The county's GDP has grown 28% since 2020 and its tax base nearly doubled in five years. Officials are also pursuing new Opportunity Zone designations, a Longhorn Steakhouse opening, and a farmers market revival.
Water system pressure monitoring and leak detection
Public Utilities is buying 384 smart water meters for $350,000 to track pressure across the county water system in real time. The purchase unlocks free software worth about $22,000 a year and will help crews narrow down leaks faster instead of searching half the county.
Housing quality crisis in Halifax County
During the housing consortium hearing, Mills — a former Scotland Neck mayor — said over half that town's housing stock is below minimum standard and called affordable housing an economic development issue.
Scotland Neck Fire Service District extension
The county began the formal process to expand the Scotland Neck fire taxing district around a new substation near Moonlight. Residents in the expanded area would pay the fire tax but gain a better ISO rating, meaning lower property insurance bills.
