A four-phase, 55-unit housing project (10 affordable, 45 market-rate) on 11.4 acres behind the old Johnson School, with a possible 114-unit build-out. The Planning Board voted 5-1 against recommending it, and after a marathon quasi-judicial hearing the council denied it unanimously.
