Summary
Police logged nearly 2,000 MSD calls, mostly security checks and traffic stops; only 3% tie to the major bars. Members flagged thin police presence at the Halloween street event and the drone-mitigation/TFR success at Mumfest.

Impact analysis
Voluntary off-duty overtime shifts for downtown security have had no takers so far due to FLSA scheduling constraints.
Downtown businesses, residents, and event attendees benefit from police presence and event security planning.
Attendees at non-city-sponsored street events may face reduced police and barricade staffing.
