5 issues in taxes budget with medium priority
Quarterly compliance reporting requirement
The transit tax district will require quarterly project reports before releasing funds. Chapel Hill and Carrboro members say they already submit detailed documentation and never agreed to this format, and want that disagreement on the record.
ICES funding and use of unaudited financial data
The group discussed whether Orange County and Chapel Hill Transit can distribute Increased Cost of Existing Services (ICES) funding using unaudited financial data, pending Triangle West TPO approval. Doug Plachcinski flagged that all three ILA partners need to be involved.
Property Tax Revaluation Appeals & Neighborhood Reviews
The county reviewed whether lakefront Lakeshore Drive homes should be split into their own neighborhood. It found the existing $1.9M lakefront land value versus $435,000 for non-lakefront already captures the premium, and recommended no split.
Due process for absent appellants on consent agenda
The board pulled a parcel off its consent agenda because the owner couldn't attend and hear the county's case. It's a procedural point with real stakes — nobody should have their tax value decided in a bundle they never saw.
Municipal Tax Collection Interlocal Agreements
County tax officials are reviewing agreements with local towns that haven't been updated since 2006, where the county collects town taxes for a very low fee that only covers a fraction of operating costs. Commissioners agreed to open talks with towns to update agreements and ensure fairer cost sharing.
