20 issues in development
Affordable Housing
Sanford is breaking ground on a new affordable housing subdivision named W.T. Wilson Ridge to help tackle the city's housing crunch. This project aims to increase housing availability and address the rising cost of living for local residents.
Economic development incentive agreements (Projects Sunshine, Volt, Maize)
The city is offering seven years of grants worth 70% of a company's property taxes — roughly $11 million — to land a healthcare manufacturer investing $600 million and creating 335 jobs paying about $71,000. It only pays out if the company hits its investment, wage, and job targets.
Annexation and industrial rezoning of Hawkins Avenue site
The city annexed 29.6 acres on Hawkins Avenue and rezoned it light industrial, opening the former Cole pottery site to flex warehouse/manufacturing development. It also brings the property onto city sewer and the city tax rolls.
Rollingdale annexation
A property owner wants to annex 27 acres on Carthage Street into the city to get sewer service; the council started the legal process and set a September 1 public hearing.
Non-Contiguous Annexation of 29.6 Acres on South Wilmington Street
A property owner is asking the city to annex 29.6 acres across from Northview Optimist Park and north of the Pfizer campus entrance. The council set a public hearing for October 20, 2026, where residents can weigh in.
Economic Development Incentives
Sanford and Lee County just dropped a massive $46 million incentive package to land a $1 billion industrial project, and word on the street is that heavy equipment giant Caterpillar is the mystery buyer. It's a huge gamble for local taxpayers, but it could completely transform the area's job market if the rumors pan out.
Oakton Mixed-Use Community on Colon Road
A 111-acre development at the US 1 gateway would add 300 apartments, 173 single-family homes, commercial space, and a linear park. Developers showed 3D renderings of what drivers entering Sanford would see, and said all units will be market-rate.
Broadwell development redesign along NC 87
A mixed-use project on Highway 87 got its commercial portion detailed and slightly expanded, including a convenience store/gas station with signs taller and larger than city rules normally allow. Council said it's site-specific, not a precedent.
Data center moratorium request
A resident again urged the council and county commissioners to pause and adopt stricter rules on data centers, citing moratoria in surrounding counties.
421 North Townhomes design change
The Nixon Drive connection to the 421 North Townhomes site is being removed, creating a half-acre single-family-style lot instead — matching what nearby Glenwood subdivision residents wanted back in 2024.
Ali Java Horner Boulevard residential unit
A 3-2 approval to let a residential unit inside a multi-tenant commercial building at S. Horner Blvd and W. Pearl Street — with two council members worried about parking safety on narrow West Pearl Street. New state law will strip cities of most parking mandates starting January 2027.
Annexation of 27 acres on Carthage Street (Rollingdale Investment, LLC)
27.169 acres owned by Rollingdale Investment, LLC was annexed into the city so a residential development can connect to sewer; it joins Ward 4.
Unified Development Ordinance review
A military family wants to open a dog grooming shop but the UDO's 500-foot residential setback — written for kennels and overnight facilities — blocked every site they found. The proposed text change would treat no-overnight grooming like a nail salon or barbershop.
Growth and Quality of Life Concerns
Longtime resident Ron Hewitt warned that rapid growth could double the population by 2050, straining schools, roads, and safety, and urged the council to demand growth partnerships. Several council members agreed and floated a quality-of-life committee.
Relocation of Abandoned Graves at 603 Rod Sullivan Road
A developer wants to move two unmarked 1920s graves to Broadway Cemetery, and Council had to consent. Some members worried not enough was done to find living relatives; the city attorney clarified the city's role is limited to granting consent.
Tramway Area Commercial Growth
Two annexations and two rezonings extend the Tramway Marketplace master plan along the fast-growing US 1/Tramway corridor. Council members pressed developers to include the NC 78 corridor in traffic studies, citing morning and afternoon bottlenecks and two schools on the route.
Palomino Townhomes Rezoning to Urban Neighborhood
The developer of the 4.5-acre Palomino townhome site switched from the 2025-approved townhome plan to Urban Neighborhood zoning for a wider range of housing types — density stays nearly identical at about 7.26 units per acre.
Tramway Road and US 1 Area Annexations
Two voluntary contiguous annexation petitions — CPW Development Properties' ~0.94 acres on Peg Street and Fast Five Investments' ~14.4 acres near Tramway Marketplace — moved forward toward public hearings on July 21. Annexation brings the parcels into city limits, extending city services and taxing jurisdiction.
CDBG Grant Amendment for Washington Avenue Neighborhood Revitalization
The city is seeking an extra $4.05 million in CDBG money — on top of its original $950,000 — for infrastructure and affordable housing in the Washington Avenue area, now called the W.T. Wilson Ridge Subdivision, including a 16-unit multifamily complex and dozens of single-family homes.
Oakden mixed-use gateway development at U.S. 1 and Cullen Road
A 111.67-acre mixed-use community with 300 apartments, 173 single-family homes, commercial space and extensive amenities could anchor Sanford's eastern gateway. Council liked the revamped plan but wants renderings showing what drivers on U.S. 1 will actually see before voting.
